The event commenced with a motorcade, commencing from Guingona Park and concluding at the Philippine Science High School Gymnasium in Barangay Tiniwisan, Butuan City.
Dr. Lisa Grace S. Bersales, the newly appointed Undersecretary of the Commission on Population, delivered the keynote address during the opening program.
